Dr. Rudy Machuca is a senior technology executive with extensive expertise in information governance, cybersecurity, knowledge management, and digital transformation. He is President and CEO of R&R Technology Solutions and a member of the executive team at Avance Global Advisors, where he helps mission-driven organizations adopt AI responsibly, modernize their technology, and strengthen their security posture.

Dr. Machuca specializes in information architecture strategies that ensure data security and regulatory compliance across frameworks including NIST, ISO, GDPR, and CCPA. His expertise spans enterprise technology integration, cybersecurity risk management, and vendor ecosystem orchestration, with a particular focus on digital equity and AI ethics. A thought leader in the nonprofit sector, he has led enterprise-wide initiatives in AI implementation, cloud migration, and cybersecurity, applying AI to fundraising and community engagement and building knowledge-sharing networks and governance frameworks that align technology with organizational missions.

Previously at Battery Park City Authority, Dr. Machuca led successful migrations to Azure and implemented robust cybersecurity infrastructures.
